This is a bad example because manager didn't ask data driven questions about quality and the productivity goals. ICs may not know their exact quality or productivity goal. Manager should always use data drive questions instead of vague high level questions to ensure IC understands the goal. This also signals the IC that he/she should use data while answering instead of providing subjective high level info.
